It is disappointing to end this project here after spending so much money and time working with the county staff to try to really add value to our community. Though dozens of people spoke and wrote in support of this project, you couldn’t hear them through your fear and myopia. I will walk away from this now with a better understanding about the struggles of our community; there are things that this board can do about affordable housing, transportation, and childcare shortages. Someday this site will be developed and the community will be worse off. A developer will pour money into the process, wearing you down until it becomes the home of another strip mall and luxury apartment complex with a token walking path through the 25,000 square foot play field they will backfill. Until then each of the community members will drive by the site envisioning the school it could have been as they struggle to find a high quality program for their child. This bureaucracy has failed our children.

I strongly support this proposal. It’s so important to have high quality childcare in our community!

I am sympathetic to the need for daycare, but there must be a better location than this. The thought of dozens of cars making left turns in and out of the parking lot a rush hour within a couple of hundred feet of the 20/250 intersections...it just seems like a recipe for traffic tie-ups and car crashes.

I strongly support the rezoning of the property for Our Neighborhood Child development center, for all of the reasons previously mentioned. The director of ONCDC is very concerned about the environment and I expect her to do everything in her considerable power to protect the environment. The parking lot will only be used during the day, not overnight not weekend's, not when the school is not in session. There appears to be some exaggeration of the importance of the flood risk here.

i am in full support of this proposal. 1395 Stoney Point Road will not stay R1 Residential for long considering the adjacent developments on 29S. As residents and County citizens, would you rather an early childhood center with primary missions that include environmental stewardship, providing living wages for childcare professionals, and the betterment and educational advancement of future generations? Or another car dealership? Seems like a no brainer to me.

I am a former ONCDC teacher and I study the impact of access to nature in early childhood. This property offers invaluable opportunity for young children to develop a love of nature that can translate into valuing the environment and conservation later in life. Leadership/teachers at this center are very conscientious; I have full faith they will do all that is needed to mitigate environmental impact. This project supports wellbeing for families and children. Please vote to rezone. Thank you.

Please rezone this property to allow this wonderful school to continue providing quality care and education for children. Jennifer is extremely conscious of the need to protect our environment and the temporary day parking cannot bring any harm to this property, the neighbors or the stream. Please I pray to God you can see the benefits this school can provide to your community.

I oppose this because of the increased traffic during morning rush hours.

Access to quality childcare is such a huge need in the region. Not only does a school like Our Neighborhood provide good community jobs, but it supports the ability for parents to work within the community as well. This is clear now more than ever during this pandemic as parents are challenged to juggle caring for children while also trying to earn a living. I strongly support this proposal by Our Neighborhood to expand their school to offer more high quality care for families in our region.

I support rezoning this property. I hope the Board will choose to make it possible for Our Neighborhood to offer more childcare and educational opportunities to the residents of Albermarle and Charlotesville. As a local I have taken part in the parent education opportunities ONCDC offers to the greater community. ONCDC is a thoughtful and responsible business. I am confident they will make use of C1 zoning to benefit the children in their care as well as the surrounding community.

I strongly support this rezoning. I grew up in the Franklin Road neighborhood off of Route 20 North, just a few miles from this proposed site. This area desperately needs more accredited early child care facilities for all the young families who live in the immediate vicinity. This should be a commercial site servicing the needs of the nearby community, which has dramatically increased in size over the past decade. Please vote to approve this application.

ONCDC's director Jennifer Slack has a strong track record of being effective at recruiting and training staff to become excellent teachers and caregivers. I strongly support this rezoning because it will help the high standards put in practice at ONCDC continue through their child care services, as well as broaden its impact on the community by allowing more teachers to be trained there.

It would be a shame for this to not be approved because a plan for parking could not be agreed upon.

I support the rezoning of 1395 Stony Point Rd for ONCDC use. The proposal meets all legal requirements and quality child care is in short supply in Charlottesville already.

I STRONGLY support the rezoning of this property! After working at ONCDC for 3 years, I moved to Chicago and have worked as a center director at multiple daycares and preschools here. I have been searching for a school as high of quality as ONCDC since leaving in 2014 and have yet to find one. ONCDC is ESSENTIAL as it provides a model of the highest standard for childcare and young child education. What ONCDC has is extremely special and rare. We need more schools like this one in the world.

I strongly support the rezoning of 1395 Stony Point Rd. ONCDC is a very valuable resource in our community, providing education and support to parents and families as well as affordable and high-quality childcare. Additionally, they consistently follow environmentally conscious practices. ONCDC’s building plan includes measures to lessen the environmental impact on the property.

I support the rezoning because the proposal meets all legal requirements and there is a shortage of quality childcare in C’ville

I strongly support the rezoning. Our Neighborhood has been a successful and important provider of childcare in Albemarle County for 8+ years, and we have every indication the school will continue to thrive at this new location. Thus, this land will remain a school for many years to come. This is a much more environmentally friendly use of the land than constructing private residences. Further, moving the parking lot from the flood plain would be more detrimental to the environment.

I strongly support the rezoning of 1395 Stony Point Road. Our Neighborhood Child Development Center is exactly the kind of small business that should be welcome in the county. The values that define Our Neighborhood as a child development center are the same values that will make them an invaluable resource and good neighbor to the residents of Albemarle county: a commitment to open dialogue, the intentional cultivation of empathy and goodwill, and a strong sense of environmental stewardship.
