PROJECT: SP201900006 Boyd Tavern Market MAGISTERIAL DISTRICT: Scottsville TAX MAP/PARCEL: 09400-00-00-03900 LOCATION: Parcel located approximately 200 feet southwest from the intersection of State Route 616 (Black Cat Road) and Mechunk Road. Parcel has frontage along State Route 616. The northern portion of the parcel is adjacent to the I-64 interchange at Exit 129. PROPOSAL: Proposal for new 4,000 square foot gross-floor-area-maximum auto service station with five fuel pumps under two canopies, convenience store and restaurant on the approx. 3.28-acre portion of the site that is zoned C-1 Commercial and fronts on State Route 616 (Black Cat Road). PETITION: Automobile service station, convenience store, and restaurant per Zoning Ordinance 18-22.2.2(16)(a)(b)(c) on an approx. 3.28 acre portion of a parcel totaling 12.486 acres. No dwelling units are proposed. ZONING: This parcel is zoned both: RA Rural Area - agricultural, forestal, and fishery uses; residential density (0.5 unit/acre in development lots); and C-1 Commercial - retail sales and service; residential by special use permit (15 units/ acre). OVERLAY DISTRICT(S): Entrance Corridor; Steep Slopes - Critical COMPREHENSIVE PLAN: Rural Area - preserve and protect agricultural, forestal, open space, and natural, historic and scenic resources; residential (0.5 unit/ acre in development lots). POTENTIALLY IN MONTICELLO VIEWSHED: Yes.
I oppose this project/ gas station in my area. The current infrastructure cannot support the traffic that will be associated with this addition. Currently the traffic is extreme during the mornings and evenings at the intersection of Rt 250 and RR 616. Adding this station will only increase traffic and noise for the residence of this rural area and greatly diminish the living conditions.
I live within a mile of the proposed project in the Keswick Farms neighborhood in the Scottsville district and am NOT affiliated with Tiger Fuel. I strongly oppose the project because it will only increase the rising levels of noise and light pollution as well as increase the roadside trash in our rural area. We are more than adequately served by existing suppliers of fuel and convenience food nearby. It will also add traffic congestion to the already dangerous light at routes 250 and 616.This project's pollution of noise and light will negatively effect our property values. Bye bye stars and quiet, hello Northern Virginia if this project is allowed to be built!!!
As a County resident, I urge the Board to please vote yes to The Market at Boyd Tavern. I hope that the overwhelming positive support of this much needed project is not ignored because of the handful of people that are opposed to it. Please vote yes!
I am adamantly opposed to this Market. It would be right in my backyard and would literally destroy the rural atmosphere that I and my neighbors enjoy. We DO NOT NEED nor do we want this addition. It will destroy our enjoyment of the night time sky, increase the safety risks of our roadway, and further complicate our already diminished water supply. We have all worked diligently to preserve the rural nature of our community and this project would totally destroy many years of our efforts to maintain that.
The Markets are a positive addition to any community. They bring communities closer together and make everyone feel like family. Added jobs and delicious food are just perks that come along with it.
I am highly in support of Tiger Fuel's proposed Market! Tiger has proven time and time again how much they care for the community, and in my research, this plan has been modified and adjusted beyond expectations to show they want nothing but the best for this side of town. I would love to see this Market on this side of town and have the convenience of locally owned business who cares so deeply as opposed to a out of town chain coming in. It's a plus for the local economy in a time of need!! #homegrown #supportlocal
I strongly support Tiger Fuel’s plan for a new Market at Boyd Tavern. This project could not have come at a better time, as the local economy is hurting from the effects of COVID19 and we need new good paying jobs in the area. Tiger Fuel supports many local vendors through their stores so the benefits of allowing a new Market will be multiplied. Tiger Fuel has been very thoughtful in their design of the Market and worked with county staff to address concerns. They care deeply about the community, and this is something we should applaud and encourage. I also think it would be much better for residents, and the county, to have a Tiger Fuel Market in that location rather than a big box store or other non-local chain. Please support this important project!
The volume of traffic off I-64 to this single TF hypermart is unknown, but it will be substantial. VDOT data do not support the statement made by Sutton/Whitlock of TF that the reason so many people stop at Zion Crossroads is because of nearby businesses. The reasons listed by travelers are convenience and price. Nearby businesses is never mentioned. The difference in traffic count is only 14% between exits 129 &136. ITE states as a rough rule of thumb, each nozzle (10 at Boyd Tavern Market) at an interstate gas station generates about 100 to 130 trips per day. The convenience store alone without counting gasoline sales will generate 800 to 2K trips per day per 1K sq ft. Based upon these data, a 2K sq ft store with 10 nozzles would generate around 3,150 trips per day. And Boyd Tavern Market is 4000 square feet. Tiger Fuel currently has no 4K sq ft interstate market for comparison. And this is supposed to be a rural market? Why is this an unfair comparison as suggested by Whitlock?
I totally support this project! It will be great to have those amazing sandwiches on this side of town instead of always having to head to Bellair Market. And all of the Tiger Markets are very stylish and tastefully done…..have you seen the Market out in Ruckersville? Honestly, would you rather have some random commercial building plopped there, or have this “locally owned”, classy, farmhouse, country store? Tiger Fuel, you’ve got my Vote!
I would love to see Tiger Fuel Company build a new Market in this area. Anyone who lives near, knows the inconvenience of having to go to Charlottesville or Zion Crossroads for your needs. If you haven't been to one of their Markets lately, I encourage you to so. The atmosphere and employees are terrific & the level of food is top shelf.
It would be really nice to be able to stop in and fill up or grab my favorite sandwich on that side of town. The store will also provide great paying jobs with great benefits. The markets by tiger fuel are the cleanest gas stations I have been to they not only take great pride in there stores they also look out for there employees. I am all for this project.

The plan does not include a drive through - is not all designed like any "gas station" I've seen - has special lighting to not disrupt the rural setting - and just will not give off noxious fumes or noise. It does include solar and EV charging - a canopy designed like a pole barn - a white 3-board fence - and designed so large trucks can not even enter the lot, let alone park there. If you have not seen the design, please take a look below. It is unfair to compare traffic with nearby exits. I'm sure they do bring more traffic with large "big box" developments driving that. Walmart, Lowe's and various eateries will do that.
It's important to note - this land is zoned commercial and will be developed either way. I'd be much happier with a Market designed like this than another Family Dollar or Auto parts store.
There is a great need for both fuel and good food in this area as drivers are otherwise forced to drive to Charlottesville or Zions Crossroads to find options. Tiger Fuel has proven that they are not you typical gas station. The look of their stores is tasteful and considerate of their surroundings and the food is exceptional. That land is zoned commercial so the owner will put something there one way or another and I'd rather have a local company open a store that I know provides good service and food rather than some ugly national chain that is less likely consider the community and won't employ nearly the same number of people. Please vote yes for this market!
A 4000 square foot hypermarket with 10 fueling nozzles, drive through, a 2500 gallon water storage tank, open 17 hours a day, with greatly increased traffic from I-64, greatly increased noise, lightning, and noxious fumes, and the potential for much greater crime due to vegetative canopy cover can HARDLY BE CONSIDERED consistent with the Comprehensive Plan for a rural market. The 700 GPD of projected water withdrawal is still an unknown and is not comparable to much higher actual water usage data from other similar hypermarts in adjoining counties, as reported by County Water Authorities, as well as national hypermart statistics. The volume of traffic anticipated from I-64 is yet to be stated by Tiger Fuel, but local hypermarts at nearby interstate exits state that as much as 30-50% of their traffic comes off the interstate. The volume of daily traffic on I-64 at the 129 Exit is 45K vehicles (VDOT). The volume off traffic on Black Cat Road and Route 250 is 9,300 daily. Signs on I-64.
