PROJECT: SP201900006 Boyd Tavern Market MAGISTERIAL DISTRICT: Scottsville TAX MAP/PARCEL: 09400-00-00-03900 LOCATION: Parcel located approximately 200 feet southwest from the intersection of State Route 616 (Black Cat Road) and Mechunk Road. Parcel has frontage along State Route 616. The northern portion of the parcel is adjacent to the I-64 interchange at Exit 129. PROPOSAL: Proposal for new 4,000 square foot gross-floor-area-maximum auto service station with five fuel pumps under two canopies, convenience store and restaurant on the approx. 3.28-acre portion of the site that is zoned C-1 Commercial and fronts on State Route 616 (Black Cat Road). PETITION: Automobile service station, convenience store, and restaurant per Zoning Ordinance 18-22.2.2(16)(a)(b)(c) on an approx. 3.28 acre portion of a parcel totaling 12.486 acres. No dwelling units are proposed. ZONING: This parcel is zoned both: RA Rural Area - agricultural, forestal, and fishery uses; residential density (0.5 unit/acre in development lots); and C-1 Commercial - retail sales and service; residential by special use permit (15 units/ acre). OVERLAY DISTRICT(S): Entrance Corridor; Steep Slopes - Critical COMPREHENSIVE PLAN: Rural Area - preserve and protect agricultural, forestal, open space, and natural, historic and scenic resources; residential (0.5 unit/ acre in development lots). POTENTIALLY IN MONTICELLO VIEWSHED: Yes.

    My family owns a home in Mechunk Acres, and we oppose the proposed Tiger Fuel market. Our neighborhood was one of the few rural areas in Albemarle County that a teacher's family could afford. Our yard and surrounding woods is currently home to a Cooper Hawk, a family of foxes, and woodpeckers. Not only would this business change the bucolic feeling of this area to a commercial area that was never intended, but the traffic and light pollution will affect the wildlife residents enjoy and support in this area. The customers who are most likely to benefit from this station are not Albemarle County Residents but are the Fluvanna County residents from Lake Monticello who travel this route to interstate 64. With the water concerns not properly addressed and the drastic changes in environment to home owners near the station, we ask you to consider our concerns as taxpayers who will be impacted the most by the station.

    My name is Stirling MacMillan and I fully support this project. I manage a farm off St John's Rd just east of the cismont store.

    I speak for the entire farm when I say it would be great to have the convenience of resources that market would provide. Healthy food among other items. It would also promote local jobs.

    I believe tiger fuel does a great job with their other markets and have no doubt that they will do the same here.

    As a friend of the White family. Mr. White purchased the property at Exit 129 Boyd Tavern/Keswick.
    He applied numberous times to get approval to build a convenience store with fuel. He was turned
    down each time. He paid taxes on the property until it was sold to Tiger Fuel. It is a disservice to the
    White family and looks like favoritism and conflict of interest to allow tigerFuel to build when Mr.
    White was not. This may come back to bite the board of supervisors in the future. Do not allow Tiger
    Fuel or anyone else to build a truck stop on this location.

    Vote yes to The Market at Boyd Tavern

    It will bring more jobs to our community. Beneficial and convenient to commuters that have to drive for work or school without having to stop at Pantops or drive to Zions for gas. I support The Market at Boyd Tavern.

    Yes to the Market at Boyd Tavern! The Keswick, Boyd Tavern & South Keswick residents need a thoughtfully designed market and Tiger Fuel is such a community oriented, established leader & gives so much back to Charlottesville. I also love the solar panel implementation to the Markets! We welcome The Market at Boyd Tavern!

    I live less than 1 mile from the site. We have plenty of amenities at Zions and Pantops both of which are only 7 miles from exit 129 Boyd Tavern. We have a local business reopening the Boyd Tavern Market near the intersection of 250 and Black Cat Rd. We do not need Tiger Fuel's mini truck stop in our area. Follow the comprehensive plan for Albemarle County rural areas and preserve our lovely, rural community.

    Vote yes to the Market at Boyd Tavern , The Markets are an asset to the community wherever they are located, as national chains like Sheetz and Wa Wa are allowed to enter the county , the folks of Eastern Albemarle county deserve to have such a well run and locally owned company that is involved with our community and the environment
    Would be a huge mistake to deny

    This is a no brainer and I can’t believe it’s even debatable. Tiger is a pillar of Cville community in countless ways, as many others have stated. No local company has done more for the Charlottesville area, its organizations, and its people. Let’s do the obvious thing here.

    Please vote YES to the Market at Boyd Tavern! Tiger Fuel is a well run, locally owned company that contributes to our community in several ways. They are one of the most philanthropic companies in all of Albemarle County, contributing to nearly every charity that asks. They treat their employees like they are family and even have a private health clinic for all of their employees. They care about their people and our community...there is really no reason not to VOTE YES!

    The Markets are a valuable COMMUNITY addition wherever they are! Tiger Fuel is LOCAL to not only Virginia but specifically Albemarle, and will add more employment opportunities even at a time work is hard to find. It doesn't seem like traffic will be hindered by this because it will cater to those WHO ALREADY LIVE in the area. Someone isn't going to necessarily drive out of their way from another town to specifically go there. It's more so a benefit to those already passing by. And believe me, their product is a BENEFIT!

    This will provide great employment opportunities a safe, clean place to stop for fuel not only for you vehicle but also the family! The Markets are a positive addition to any community. They bring communities closer together and make everyone feel like family. The atmosphere and employees are terrific & the level of food is top shelf !     I fully support The Market at Boyd Tavern. I would prefer to see a local company develop this piece of land over a big company that lacks local ties. The Market at Boyd Tavern will be a great addition to the area. Please, VOTE YES to this project.

    The concerns regarding traffic, pollution and water usage are unfounded. Please carefully review and consider the facts:
    -The County Transportation Planner determined this is a pass-by site. VDOT anticipates minimal additional traffic to this area. Five dispensers on the property will also limit traffic.
    -Water usage will be limited to less than two residential households. Water experts have confirmed that there is ample well water available on the property
    -Tiger is complying with dark-sky requirements and lights will shut off at 10 p.m.
    -EV charging stations and solar panels are part of the project build, making this service station a model and leader in promoting environmental sustainability and climate action.
    -Tiger employees are trained to consistently clean the property/lot during shifts. They are held accountable by retail leadership as well as Exxon mystery shop site inspectors.

    Although I do not reside in the proposed area, I can say without a doubt that anything Tiger Fuel brings to the table is carefully planned and well executed to benefit the community.
    By voting YES to this project, you will be supporting the growth of a locally owned and operated family business while providing the opportunity for needed jobs.
    Thank you for considering the positive attributes that Tiger Fuel is offering.

    YES. Sadly, it likely won't be, but this should be EVERY supervisor's vote this evening in favor of The Market at Boyd Tavern. The property is zoned commercial and eventually, there will be a business located there. Yet another Dollar General? WHY would the board not approve and WHOLEHEARTEDLY SUPPORT a LOCAL, environmentally conscious, philanthropic organization such as Tiger Fuel Company? As I understand it, they have made MANY adjustments to their plans to comply with county requirements and requests, as well as provide transparency to area residents. PLEASE resist the urge to bend to a small, uninformed group of your constituents and APPROVE this application, which would certainly benefit the greater community. I and many others will be watching you this evening. Vote YES! Thank you.

    Our experience with Tiger has been entirely positive. They seem to have a lighter footprint than many other multiservice stations and support the local host communities.

    The vast majority of people who ACTUALLY LIVE within a mile or 2 of Exit 129 are vehemently opposed to this Facility...we have plenty of gas, food and traffic at Exits 124 and 136, respectively!!!

    Issues are obvious...

    Increasing traffic on an already stressed road, which is at maximum capacity

    Safety will be compromised

    Water

    Pollution...Light, Noise, Fumes and Trash
