17. 25-290 Spot Blight Declaration - 50 Churchill Lane, Parcel ID 07400-00-00-08200 (Samuel Miller District). To receive comments on a proposed ordinance to declare the Property located at 50 Churchill Lane, (Parcel ID 07400-00-00-08200) a blighted property. This ordinance would authorize the County Executive or his designee, on behalf of the Board, to acquire, hold, clear, repair, manage, or dispose of the Property and to recover the costs of any repair or disposal of such Property from the owner or owners of record, in accordance with Virginia Code 36-49.1:1.

    Re: Blighted property at 50 Churchill Lane

    Thank you for your consideration in this matter.

    We live adjacent to this property. I am hopeful the Board will approve this Property as a blighted property.

    There is concern for the safety of anyone (first responders, solicitors, delivery drivers, curious adults, children, or pets) who enters the property, as it has been severely damaged. Wall joists are no longer continuous and lack the integrity to support weight. Pictures provided in the Legislation Text, Att B, you can find 2 photos of the chimney. It is pulling away from the home. This poses a danger to anyone who may even be walking near the home.

    The Property is a haven for vermin and wildlife, and a breeding ground for mosquitoes.

    Concern for squatting and /or unauthorized use of an abandoned property, evidenced by seeing a car and lights after dark, as well as beverage containers and vaping pens.

    I urge you to declare 50 Churchill Lane a blighted property. My family has lived at 45 Churchill Lane in Langford Farms for over 30 years, and I've watched this property deteriorate dangerously over the past decade.
    As a parent, I'm deeply concerned about my children's safety living next to this hazardous property. During dry months, a fire at this unoccupied site could be catastrophic for our entire community. The neglected property also creates pest infestation risks that affect neighboring families.
    The dwelling is now poses serious risks to our neighborhood. The dilapidated structure threatens adjacent properties through potential fire hazards and structural collapse. The barn's roof is barely supported and could detach during storms, endangering surrounding homes.
    The Langford Farms Homeowners Association has worked in good faith with current and previous owners for years, but the property continues to deteriorate despite our efforts. We've exhausted all reasonable alternatives.

    As homeowners one property away from 50 Churchill Lane, we request to have this property declared a blighted property. This is a neighborhood of families including children and pets. The house is in danger of collapse, and the barn or another structure has already partially collapsed leaving a gaping hole in the ground that one family pet has already fallen into. We are extremely concerned about family pets, children, or wildlife falling into the hole. In addition to the obvious danger of the hole and instability of the standing structures, our home values are also affected by this neglected property. We appreciate your attention to this property.     As a homeowner in Langford Farms community, I support our community's request to have the property declared as a blighted property. The property poses a risk to the community as it attracts vermin (rats) and wildlife (coyotes) that are a danger to domestic pets. Both the house and the barn are unstable structures and are at risk of collapse. It is not unreasonable to believe that they are a breeding ground for disease carried by vermin and toxins from abandoned substances in eroded containers. Finally, the property has a negative impact on the property values on Churchhill Drive and Langford Place. John and Carolyn Miller
