2. 25-174 County Executive's FY 2025/2026 Recommended Budget.

    I am writing to support the extensive work of the coalition that is recommending specific actions on affordable housing for the FY 26 budget. I've attached a copy of the letter outlining these proposals, which is headed by the list of local organizations that back these measures. These are well researched recommendations supported by an impressive range of groups rooted in the affected community. I hope knowing there is strong local support will help you make decisive and significant strides toward making Albemarle Co. a place where all residents have a decent chance of finding a safe, affordable place to live.

    I moved back to the city recently but I work at UVA, where many people I work with can't afford to live in the area--even those with good salaries, never mind the many, many people who COVID taught us are "essential" but never seem to be treated that way. Please take the proposals of a Housing Trust Fund, an expanded ACERP, and a real estate tax increase seriously. Thank you.

    Dear Board of Supervisors and Mr. Richardson,

    I live in the city of Charlottesville, but am advocating that you incorporate the recommendations for affordable housing from the LivableCville Housing Coalition Letter in the FY 2026 Albemarle County budget. The affordable housing throughout the Charlottesville metropolitan area affects who can live near where they work in the city of Charlottesville and Albemarle County.

    I support the points from the LivableCville Albemarle County Housing Coalition Letter. I urge the Board of Supervisors to:

    1.) establish a “Housing Trust Fund” with at least $10M in dedicated annual funding that would go specifically toward affordable housing needs such as new construction and preservation,
    2.) expand the budget for the Albemarle County Emergency Relief Program (ACERP) to at least $2 million per year, and
    3.) increase the real estate tax rate to expand resources since real estate taxes haven’t been raised in 5 years.

    I am writing to ensure that during your consideration of the FY 26 budget you will have the recommendations of 50 local organizations who co-signed the letter in support of improving housing affordability in Albemarle County at the top of your minds.

    The letter includes 3 budget requests based on an understanding of community needs and best practices:

    1. Establish a “Housing Trust Fund” with at least $10M in dedicated annual funding that would go specifically toward affordable housing needs such as new construction and preservation.
    2. Expand the budget for the Albemarle County Emergency Relief Program (ACERP) to at least $2 million per year.
    3. Increase the real estate tax rate to expand resources. Real estate taxes haven’t been raised in 5 years.
