18. 23-448 ZTA2023-00003 Residential Density Bonus Factors. To receive comments on proposed amendments to the following section of the Albemarle County Code: Section 18-2.4.1 - to clarify that if no density range or maximum density is shown in the comprehensive plan, no bonus density factor may be applied.
By-right bonus factors should allow the density to exceed the comprehensive plan density if infrastructure is available. I believe that this paragraph should instead be written to delete the comprehensive plan density override at the very least if affordable housing is proposed, allowing more units than the comprehensive plan when the affordability bonus is included in the bonus factors.
This paragraph of the code blatantly chooses to arbitrarily limit by-right residential density; and this continued philosophy of limiting density is why our area has far too expensive housing and in turn a housing crisis. Yes, property values continue to soar because the zoning code creates scarcity, but it does so at the expense of adequate housing stock.
