20. 23-361 Public Hearing for a Chapter 9 Ordinance Amendment Authorizing Photo Speed Monitoring Devices in School Crossing and Highway Work Zones. To receive public comment on its intent to adopt an ordinance to amend County Code Chapter 9, Motor Vehicles and Traffic, by amending Article 5, Division 1 and adding Division 2 to provide authorization to the County to enforce speed limits in school crossing zones and highway work zones with photo speed monitoring devices and to contract with third-party vendor to accomplish the same.

    I encourage the Board of Supervisors to not enact the Chapter 9 ordinance amendment authorizing photo speed monitoring devices in school crossing and highway work zones. There is much more to the safety of school crossings and highway work zones than the speed of vehicles proceeding through those areas. Ensuring that safety requires a level of judgement and discretion that a camera tied to a radar gun cannot provide -- that is what the police are for. Furthermore, photo speed monitoring devices are expensive to purchase, install, and maintain, and if those functions are farmed out to a third-party provider, that provider is going to expect to make a profit, resulting in excessive enforcement and excessive fines. Please let the police do their job instead of enacting this ordinance amendment.
