16. 22-504 Consider the Adoption of an Ordinance to Create a Commercial Property Clean Energy (C-PACE) Finance Program. To receive public comment on a proposed ordinance to amend County Code Chapter 15 (Taxation) by adding a new Article 15 (Commercial Property Assessed Clean Energy (C-PACE) Financing Program). The proposed ordinance would establish a C-PACE financing program in Albemarle County, pursuant to Virginia Code § 15.2-958.3.

Please support adoption of C-PACE in Albemarle County. The primary barrier to significant energy efficiency for commercial buildings is up-front cost. This obstacle often delays or eliminates common-sense action for energy savings that will realize economic return-on-investment due to a lack of capital, or a need to expend available capital on other areas of a business or organization. C-PACE provides a unique and robust funding mechanism for energy efficiency and on-site clean energy that does not divert from other capital streams. This is a vital tool that needs to be made available in Albemarle County to help achieve community-wide emissions reductions goals. Best of all, the recent creation of the statewide C-PACE program greatly reduces administrative burden on County personnel. Please adopt this common sense measure to support energy savings and help stimulate economic growth!
