I am responding to an email from former Supervisor Rick Randolph to four supervisors opposing this Agenda Item. Mr. Randolph refers to the current property owner and applicant as "Southern Development" which is a large local home builder. This may have suggested to him that the request for ACSA jurisdictional expansion to this parcel is to support a residential development. That assumption is not correct. This owner has nothing to do with Southern Development. It is a small property management company seeking to sell the property under its current zoning. The property meets both criteria for jurisdictional expansion. It is adjacent to a water line, and it's groundwater supply clearly raises a public health issue as agreed by the Department of Health. I will address this further in my comments at your meeting. -- Garrett M. Smith, representative of Southern Property Management and Maintenance, LLC.
