9. 22-359 Rio Road Corridor Plan.

    This concept study should NOT be approved in its current form because the use of “Plan” in the title is misleading, as is the summary of the JWW Parkway Intersection on page 14. The Planning Commission Memo (Att.A) states that: “the concepts within this document are not final designed projects.” Because of this, it is more appropriate to title this document the “Rio Road Corridor Study” instead of a “Plan”. Moreover, the Planning Commission Memo directly contradicts this statement on page 14 of the “Plan”: “VDOT response was supportive of Alternative 1 as a replacement to their study.” No evidence of this is provided, and it is contradicted by this statement in Att.A: “there is no recommendation in this plan to modify the location or design of the (Smart-Scale) funded roundabout project.” The statement regarding the “VDOT response” on page 14 should be removed because it will cause undue confusion in the future and will impose needless grief and anxiety upon nearby property owners.

    As a resident of Dunlora Forest, and president of the DF POA, I am writing in regard to John Warner to Pen Park stretch of Rio Road. It was clear from various reviews that Alternative 1 is the preferred alternative and that Alternative 2 is unacceptable. Noting comments in the plan about the significant increase in traffic expected on this stretch of Rio Road, I would hope this information will be included in site reviews for Rio Point and Rio Commons. Thank you

    1-Bikes on the Rio Corridor have difficulty because of slippery sand from several years of snow removal moving around the road. Sand stuck in cracks allows plants to grow into bike lanes. Litter also makes them unsafe. Unless the county cleans bike lanes, shared use paths, and roadway planting done by VDOT these problems will not go away. Currently many people chose not to cycle along Rio because of this.
    2- Adding more medians will add to the problem. A safe part of cycling Rio East from JWP and Penn Park is the yellow area marked before the right turn lane onto Penn Park Rd. It is area cyclists are out of traffics way. A median here would cause the same buildup of litter and sand that occurs at the Rio/JWP intersection.
    3-If bike lanes are removed, Share the Road Markings should alert traffic to cyclists on the road. Bi-directional lanes should aid those on shared use paths who pass someone with earphones which impair hearing announcements that they are being passed.
