Albemarle County values your comments and we encourage you to share your thoughts. All comments and information submitted through eComment (SpeakUp) will be shared with the Board of Supervisors and become part of the official public record. In order to leave a comment or register to speak, you will need to create an account.
To create an account, click on the Sign-Up link at the top right corner of this eComment webpage. Please note that all eComments are publicly viewable by anyone visiting this page.
To be eligible to speak during From the Public: Matters Not Listed for Public Hearing on the Agenda or on Matters Previously Considered by the Board or Matters that are Pending Before the Board (Matters from the Public), you are required to complete 5 profile question. You do not have to complete the profile questions if you wish to speak towards a Public Hearing item.

Once you have created an account, you can sign up to speak by going to this link and clicking on eComment for the meeting at which you wish to speak. When you click on eComment, you will need to click on "View Agenda" and scroll past the instructions on the page until you find the agenda item that you wish to speak towards. If you are directed to a page titled "What is Your Civic Idea?", look at the right side of the page and find the "Meetings" link and click on the link. On the next page, look for the "View Agenda" link and click on the link. A list of instructions will display. The agenda is at the end of these instructions. Scroll down until you find the agenda and then locate the item for which you would like to register to speak. Advanced online signups will end when the meeting begins. If you would like to sign up to speak at the meeting after the online signup period has ended, please e-mail firstname.lastname@example.org.
If you have any difficulty creating an account, submitting a comment, signing up to speak on a public hearing item, or completing the profile questions, please try using another web browser (Internet Explorer, Edge, Safari, Chrome, etc.). During Matters from the Public, the Board of Supervisors will receive public comment on matters previously considered by the Board or matters that are pending before the Board. For all other items you are encouraged to e-mail the Board at email@example.com or contact your Magisterial District Supervisor. Contact information for Supervisors can be found at this link.
Up to 10 persons may speak during each Matters from the Public session. The 10 speakers are determined on a first-come, first-served basis. Each speaker may speak for up to three minutes. In order to allow the Board to efficiently and effectively conduct its business, each speaker may speak at only one Matters from the Public session at each meeting, must address only the Board, and must not engage in speech or other behavior that actually disrupts the meeting. The speaker may include a visual or audio presentation, provided that the presentation is received by the Clerk at least 48 hours before the Matters from the Public session at which the speaker plans to speak.
During Public Hearings, the Board will only acknowledge speakers addressing the item listed for Public Hearing. Speakers are limited to one appearance of three minutes per public hearing item. Individuals are allowed three minutes to speak. If more than 10 speakers are signed up to speak, the time allotted to speak may be reduced to two minutes. There is no limit on the number of speakers who may sign up to speak at a Public Hearing.
The Board requests that all speakers adhere to the following public speaking guidelines:
· When called, state your name and magisterial district
· Address comments directly to the Board as a whole
· Upload written statements and other supporting documents through the online eComment portal
· If you exceed your allotted time, you will be asked to end your comments
· If a speaker does not use all allocated time, the unused time may not be shared with another speaker
· Speakers are permitted one opportunity to comment during each public hearing item.
· Back and forth debate is prohibited.
A list of speakers who are registered to speak will be distributed through the Zoom webinar chat prior to each public comment opportunity. This list also serves as the speaking order. Please note your place in the list.

This meeting is being held pursuant to and in compliance with Ordinance No. 20-A(16), An Ordinance to Ensure the Continuity of Government During the COVID-19 Disaster. The opportunities for the public to access and participate in the electronic meeting are posted on the Albemarle County website on the Board of Supervisors' home page and on the Albemarle County calendar. Participation will include the opportunity to comment on those matters for which comments from the public will be received.
