18. 21-368 Community Development Block Grant COVID Response (CDBG-CV). To solicit public input on local community development and housing needs in relation to Community Development Block Grant (CDBG) funding for potential projects in the locality. Information on the amount of funding available, the requirements on benefits to low- and moderate-income persons, eligible activities, and plans to minimize displacement and provide displacement assistance as necessary will be available. Citizens will also be given the opportunity to comment on the County's past use of CDBG funds. All interested citizens are urged to attend.

    Thank you for considering these comments. The Rivanna Conservation Alliance does not oppose the additional soccer fields proposed for this property, but we do oppose removing the restriction on irrigation without the following conditions:

    First, we want to ensure that any irrigation system will not allow contaminated water to drain back into the already impaired South Fork Rivanna River. We ask that the applicant not be allowed to apply any fertilizers or chemicals through the system or that they be required to install adequate backflow prevention devices.

    Second, we ask that the applicant be required to measure and report the volumes of water pumped to ensure they do not exceed 10,000 gallons per day. 10,000 gallons is only enough to apply 0.21 inches of water to one average sized (1.75 acre) soccer field (27,154 gallons = 1 inch/acre). We are concerned they will exceed this threshold, particularly during dry periods when the River is already running low. Thank you.
