    Thank you Board of Supervisors for hearing my action item. My name is Philip and I am applying for a Special Exception along with theproperty Owner Matthew to have permission to apply for a Homestay Permit for 2 guest rooms with me as resident manager. I am currently living at the property and looking to host short term guests following all the requirements of the HomeStay Permit. I am aware that some abutting property owners do not want you to allow this. I am hoping that you will nevertheless consider the merits of my case. The requirement is that this activity does not cause a real detriment to neighbors, and I believe I make the case that it will not. My utmost priority is to not negatively affect them and I have outlined the many ways that I will ensure this in my letter. I have also responded to the specific worries and grievances these neighbors point to. If anything comes up that I have not answered, I welcome any suggestions or questions from the Board

    Thanks to Department Staff for a balanced and professional report to the Board of Supervisors. I amplify below two points. 1) History of Poor Compliance: Applicants suggest post June 30 activity is limited to incidental family and friends, not homestay guests. Any such representation is false. This property has been continuously advertised for homestay rental to this date. Intentionally or not, the ads appear after 7:00 p.m. each evening, after Staff's and Board's close of business. And the ads offer the entire property for rent, belying Owner/Applicant representations of on-site presence, much less residence. 2) Adverse Impacts: Garbage security and timely disposal are a continuing nuisance. Just last evening garbage was spread over a large area along the west property line, while a large bear rummaged through the debris, constituting an immediate and serious danger to the neighbors and their pets. Please deny the Application unconditionally.
